Scott Tait
Executive Director
Captain Scott Tait served in the U.S. Navy for 27 years before transitioning in April 2019. His assignments included positions leading strategy, policy and innovation efforts in the Indo-Pacific region and Washington, D.C. At sea he served in combatant ships, commanding USS Mustin (DDG 89) and, most recently, USS Zumwalt (DDG 1000). Tait holds master's degrees from Stanford University in International Policy and the U.S. Naval War College in National Security and Strategic Studies.

Tai Ming Cheung
Director, UC Institute on Global Conflict and Cooperation
Tai Ming Cheung is the director of IGCC and is a long-time analyst of Chinese and East Asian national security affairs and was based in Asia from the mid-1980s to 2002 covering political, economic and strategic developments in greater China. His research focuses on defense innovation and security and development in China and East Asia. Cheung has a Ph.D. in War Studies from King’s College London.

James Cross
Director and Partner, Franklin Templeton Investments
James Cross is a vice president with the Franklin Templeton Equity Group. He covers the aerospace and defense industries while also leading the Industrials sector team and serving as a portfolio manager on the Franklin Technology Fund. Cross earned a BBA with a major in economics from Baylor University. He is a Chartered Financial Analyst (CFA) charter holder and a member of the EvoNexus Board of Directors.
